FRANKLIN COUNTY, Pa. – A Pennsylvania State Constable already facing over 700 charges related to a sex trafficking investigation is now accused of witness intimidation, according to the Chambersburg Police Department.
66-year-old Timothy Heefner, a constable from Franklin County, was first arrested in September 2023. He was charged with allegedly trading drugs and money for sexual acts. Now, police say Heefner attempted to interfere with the ongoing investigation by trying to intimidate both victims and witnesses connected to the case.
Authorities say several victims came forward after seeing news coverage about Heefner’s initial arrest. While jailed in Franklin County Jail, Heefner reportedly sent fraudulent news articles to a member of the Chambersburg community. According to police, he instructed this individual to spread these misleading materials publicly to discourage and frighten witnesses.
Officials emphasized that such actions will not be tolerated. “The Chambersburg Police Department does not tolerate any attempts to intimidate or retaliate against victims and/or witnesses involved in criminal investigations,” the department stated.
Heefner remains in custody and was officially charged with witness intimidation on Friday.
