HAGERSTOWN, MD – A targeted warrant sweep led by the Washington County Sheriff’s Office and the Hagerstown Police Department resulted in the arrest of four individuals with a total of 11 outstanding criminal warrants.
The joint operation took place on Wednesday, May 7, 2025, in a wooded area near Sharpsburg Pike and Interstate 70. Authorities say the arrests are part of an ongoing effort to crack down on retail theft and drug-related crimes in the region.
Arrested Individuals:
- Richard James Hoadley, 34 – 3 outstanding criminal warrants
- Jessica Lynn Christian, 36 – 1 outstanding criminal warrant
- William Ryan Parks, 37 – 4 outstanding criminal warrants
- Charles Kenneth Moser, 63 – 3 outstanding criminal warrants
Officials stress that all individuals are presumed innocent until proven guilty in court.
Operation Blue Light Special: Fighting Retail Theft and Drug Activity
These arrests were the result of intelligence gathered from “Operation Blue Light Special,” a strategic initiative launched in June 2024 by the Hagerstown Police Department and the Maryland Criminal Intelligence Network.
The operation focuses on repeat offenders involved in retail theft from multiple stores and works to uncover drug distribution networks fueling these crimes.
Authorities continue to investigate and monitor suspects linked to organized retail crime and drug trafficking in the Hagerstown area.
