Man Charged for Peeping Into Penn State Dorm Windows

A 47-year-old Ferguson Township man, Jeffrey B. Teti, has been charged after being caught peering into windows at Penn State dorms on multiple occasions. According to Penn State police, Teti was spotted looking into windows at the South and West dorm complexes and allegedly taking photos with his cell phone.

The incidents were first reported by a resident assistant at Atherton Hall in November. The RA stated that, on three separate nights, he observed a man looking into dorm rooms and bathrooms while holding his phone. Although it wasn’t confirmed, the RA suspected the man might have been taking pictures.

On February 16, the RA saw the man again, walking through the courtyard before peering into windows. Surveillance footage reviewed by police showed a man, later identified as Teti, parking his car and walking to the South Halls area. He was seen loitering and prowling around Atherton Hall.

Just days later, on February 24, Teti was observed at Simmons Hall in the South Halls complex looking into windows. Penn State police recognized him from a prior incident and identified his car as registered to him.

On March 2, Teti was seen at Hamilton Hall in the North Halls complex, where he was again observed holding his phone near a window. Teti has been charged with eight misdemeanor counts of attempted invasion of privacy, loitering and prowling at night, and eight summary offenses of disorderly conduct.
