The FBI recently added Noel’s mother, Cindy Rodriguez Singh, 40, to its “Ten Most Wanted Fugitives” list, making her the 537th individual to earn this distinction.

Noel’s last known whereabouts were in October 2022. However, he quickly disappeared from the radar of those who knew him. After several conflicting stories from various sources, the boy’s mother, Rodriguez Singh, reportedly told relatives that she had sold Noel to another woman at a Fiesta Market, a well-known grocery chain in North Texas.
In the months following Noel’s disappearance, law enforcement learned that the boy’s family had fled the country in March 2023, with Cindy Rodriguez Singh and her other children boarding a flight to India via Turkey, just before an Amber Alert was issued for Noel.
This sudden flight raised suspicions, and authorities quickly focused on the possibility that Noel had been killed by his mother.
Evidence and Theories Behind the Murder
Rodriguez Singh’s troubling behavior in the days leading up to Noel’s presumed death has only fueled investigators’ suspicions. She allegedly described Noel as “evil” and “possessed” before his death, using terms that some believe could be linked to occult practices.
Authorities also uncovered unsettling evidence at the family’s home, including a recently poured concrete patio and carpet that had been disposed of in a nearby dumpster. Cadaver dogs alerted investigators to human remains beneath the patio, though no forensic evidence could be recovered at the time.
Rodriguez Singh’s connection to a cult-like folk saint, widely believed to be associated with drug cartels, has also been cited as crucial in the case, suggesting that there could be ritualistic elements involved in the child’s presumed murder.

His story deserves resolution,” Spencer said in an email statement.
Since the inception of the “Ten Most Wanted” list in 1950, 537 individuals have been featured, with 497 of them apprehended or located. Tips from the public have played a significant role in bringing fugitives to justice, and authorities are optimistic that the same will occur in this case.
