Emily Gabriella Summer, 32, has been arrested twice in recent weeks, including once for allegedly defacing her neighbor’s property with a metal rod and spray paint.
Summer, who is already facing charges for assaulting a Department of Justice attorney, has been ordered to undergo a mental health evaluation while awaiting trial for the spitting incident.
The Incident at Capitol Park Apartments
On June 9, 2025, Metropolitan Police responded to a call at Capitol Park Apartments in Washington, D.C., where Summer was reportedly causing a disturbance.
Police found her yelling on her balcony at a neighbor’s door that had been spray-painted with her neighbor’s name, the word “Spy,” and the letters “LA.”
The neighbor later informed police that Summer had been harassing her and defacing her door, which had not been approved by the neighbor.
When officers spoke with Summer, she admitted to spray painting the door but claimed it was part of an “art project.” Despite this, the neighbor insisted that she had not given Summer permission to alter her property.
This incident followed a similar event earlier in the week, where Summer had already been arrested for defacing the same neighbor’s property.
Aggressive Behavior and Mental Health Concerns
Summer’s behavior raised concerns among authorities, with the arresting officer noting that she had been previously arrested for the same offense against the same victim. Fearing further harm to the neighbor or her property, the officer decided to arrest Summer immediately.
The following day, on June 10, Superior Court Magistrate Judge Heide Herrmann ordered that Summer undergo a mental health evaluation, as her actions were described as “odd or bizarre.”
Court records revealed that Summer allegedly attacked the neighbor’s door with a metal rod in addition to spray painting it, adding another layer of seriousness to the charges.
Previous Arrest for Spitting Incident
Summer’s legal troubles began earlier in the year. On May 8, 2025, she was arrested for allegedly spitting on Ed Martin, a former interim U.S. attorney for the District of Columbia.
Prosecutors claim that after the incident, Summer bragged about her actions and later violated her release conditions by targeting Martin in social media posts. The charges in this case include assaulting, resisting, or impeding a government official.
Legal and Mental Health Evaluation
In light of her erratic behavior and the ongoing legal proceedings, Summer has been ordered to undergo a preliminary mental health screening to assess her competency to stand trial. The evaluation will determine whether she is fit for trial and if her actions were influenced by any mental health conditions.
