Homeland Security Subpoenas California Over Alleged Cash Benefits to Illegal Immigrants

The Department of Homeland Security (DHS) has issued subpoenas to California’s government, seeking records related to alleged federal funds disbursed to illegal immigrants. The subpoenas, filed by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) office in Los Angeles, focus on the state’s Cash Assistance Program for Immigrants (CAPI).

CAPI Program Under Investigation

CAPI is a state-run program designed to provide cash benefits to aged, blind, and disabled non-citizens who are ineligible for federal Supplemental Security Income (SSI). However, the White House claims the program may be extending benefits to illegal immigrants who are not entitled to social security benefits. This has raised concerns about the misuse of federal funds.

DHS Secretary Kristi Noem criticized California’s leadership for prioritizing illegal immigrants over U.S. citizens. She stated, “Radical left politicians in California prioritize illegal aliens over our own citizens, including giving them access to cash benefits. The Trump Administration is focused on addressing the abuse and exploitation of public benefits.”

Noem emphasized that the investigation is just beginning, adding, “If you are an illegal immigrant, you should leave now. The gravy train is over.”

Focus on Los Angeles County

The subpoenas specifically target Los Angeles County, requesting detailed records on CAPI applicants, including names, dates of birth, immigration status, and application documents dating back to 2021.

California Governor Gavin Newsom’s office has yet to respond to inquiries regarding the investigation.

Previous Reports of Financial Mismanagement

This investigation follows a report from the Economic Policy Innovation Center (EPIC), which revealed that California is funneling billions of federal dollars into funding benefits for illegal immigrants. According to EPIC, California’s Medicaid provider taxes are linked to nearly $4 billion in state funding directed toward healthcare for illegal immigrants, although these funds are primarily reimbursed by the federal government.

EPIC also uncovered a large-scale financial arrangement, claiming California and insurance companies have orchestrated a “money laundering” scheme to secure over $19 billion in federal funds from April 2023 through December 2026. These funds were allegedly used to expand Medicaid benefits for illegal immigrants and provide long-term care for the wealthy.

DHS Actions and Future Implications

The subpoenas represent a major step in the Trump Administration’s crackdown on illegal immigration. As the investigation unfolds, it is expected to have significant implications for both California’s policies and the broader national debate over immigration and federal benefits.
