Former Constable Accused of Witness Intimidation from Jail Using Fake News Articles

CHAMBERSBURG, PA — A former Franklin County constable already facing hundreds of charges for human trafficking and sexual crimes is now accused of attempting to intimidate witnesses from behind bars, according to Chambersburg Police.

Timothy Raye Heefner, 66, was arrested in September 2023 after a lengthy two-year investigation revealed shocking allegations. Heefner is accused of trafficking over 50 women, soliciting them for sex in exchange for money or drugs, and committing acts of rape, sexual extortion, and assault.

Authorities say Heefner is facing more than 400 felony charges and 200 misdemeanors. He pleaded not guilty during his formal arraignment in February 2024.

Now, police say Heefner attempted to interfere with the legal process while being held at Franklin County Jail.

In January 2025, several victims and witnesses informed authorities that fake news articles referencing Heefner’s arrest were being circulated in Chambersburg. After investigation, police say these “articles” were fraudulent documents created and sent by Heefner to someone in the community. He reportedly instructed that person to “broadcast” the articles to intimidate victims and witnesses connected to his case.

The Chambersburg Police Department emphasized their zero-tolerance stance on any attempts to threaten or retaliate against victims or witnesses in ongoing investigations.

As a result, Heefner was charged on Friday with three felony counts of witness or victim intimidation.

His next court appearance for the original charges is scheduled for June 19, 2025.
